Chaloti'in (or Chalotin) is an old Quadling seer and chieftain matriarch of the family tribe of Turtle Heart.
In Out of Oz, she assists Rain and her companions of The Clock of the Time Dragon.

Serving as the matriarch chieftain of a settlement aways outside Qhoyre, where lives Turtle Heart's kin, Chaloti'in is met by Frexspar the Godly and the Thropp family, who had spent years searching for Turtle Heart’s tribe. She explains to the Thropps that she and her tribe know well of Turtle Heart and how he was a prophet who foretold of the future coming of the Wizard and his threats to Quadling Country and took measures into his own hands by leaving to seek out the Ozma Regentbut never came back.

She is found by Ilianora in a tobacco shop in Qhoyre, where she is persuaded to come back to the Clock after Chalotin agreed to answer what of their questions she could in exchange for a salve that Little Daffy swore would regenerate her feet—but not for a year, which would give them plenty of time to get far away from her.

In the Elphie prequel novel, Chaloti'in is described as being a woman of nervy expression with black hair and a face showing lines of time and tragedy.
By the time of Out of Oz, she is described as being a near-deaf, bitter orange rind of a woman, and though having no feet due to them being chewed off by an alligator, could pivot about on flexible sticks with ease.
