Colwen Grounds (called the Governor’s Mansion in the films and musical) is an estate in the Nest Hardings region of Munchkinland which served as the personal seat of government for Munchkinland under the Eminenceship of Nessarose Thropp.

Colwen Grounds is a large manor house and the ancestral home of the Eminent Thropp, one of Munchkinland’s dozen family eminences and the head of the Thropp family.
Mombey also resided here during her reign as Eminence, and during her tenure the manor was formally named Parliament House, however, since no parliament had ever been convened, and the official capital being moved to Bright Lettins, everyone still called it Colwen Grounds.

Nessarose at work in the mansion
The manor is situated behind a gilded gate and has a forecourt that is swept clean of any scrap of grass. There is also a bank of topiary saints in terra-cotta pots lining the balcony above the massive front door.
