Pari'isi To'or is the young nephew of Pari'isi Menga'al, the chancellor of Ovvels.

A boy a little older than Elphaba and a member of the ruling family of Ovvels, the Pari'isi family, To’or is casual and open minded, always trying to escape the class and status of following his uncle around on council business. He is forbidden from attending Frexspar's congregation but sneaks away to witness it from afar and to catch glimpses of Elphaba and her singing.
He and Elphaba took to meeting in a cedar grove on a hill overlooking the lagoon to discuss topics that she can learn and that he can teach her. There is a mutual understanding between the two of them.
To’or suffers from a lung ailment, causing him to be dismissed from partaking in vegetable pearl diving like the other young men of Ovvels do. Knowing he doesn't have a long life ahead of him, To’or would unfortunately pass away shortly after the Thropps leave Ovvels.
